Is this packet Loss level normal?

Hi all

I like to play FPS games but have noticed over the last couple of months that I'm rubber-banding especially in BF4, I put it down to bad netcode problems and stopped playing BF4.

I was reading another thread on this website about the broadband quality line monitor and thought I would try it for myself. I noticed some packet loss occurring but not sure if it's in acceptable limits.

At the time of the graph I was downloading from steam at full speed so this may be normal.

I would also add that my internet in general use is fine and throughput is great, I downloaded my steam collection at full speed with around 60GB of data in the graph above. Which due to the amount of data could make the packet loss acceptable.
